Before it plugs in, the operator runs an interconnection study because new power can overload nearby lines or transformers.
The study may assign network upgrades and costs. In 1 crowded queue, that answer can take months or years.
A developer then has to wait, redesign, or decide the upgrade bill makes the project uneconomic.
The panels and turbines are only one schedule. Grid access is a second bottleneck with its own clock.
