You press “close,” but the elevator doors stay open. The button may be working; a rule may prevent it from closing them yet.
Some U.S. passenger elevators must keep their doors fully open for at least three seconds after a call. The close button cannot cancel that minimum.
People outside need time to enter. The button can request closure, but it cannot remove the required wait.
