In Ursula K. Le Guin's short story, everyone in the city of Omelas is happy. That happiness depends on one child being kept in misery.
So ending the child's misery would end everyone's happiness. Most people accept that price.
Some people leave the city. The story never shows them rescuing the child. They just refuse their share of the happiness.
