An emperor penguin keeps its feet colder than the rest of its body. Warmer feet would lose more heat to the ice.
Inside its legs, warm blood going toward the feet passes close to cold blood coming back. Heat moves into the returning blood and travels back toward the body.
Less heat reaches the feet, so less escapes through them into the ice.
