Fans don't make air colder. So why does one feel cool?
If the air is cooler than your skin, moving air carries heat away. Moving air also helps sweat dry, and drying sweat takes heat with it.
A closed, empty room has nobody to cool. The fan only moves the same air around. Its motor even adds a little heat.
