In 1902, French officials ruled Hanoi, in today's Vietnam. They feared rats would spread plague, a deadly disease. So they paid 1 cent per dead rat, proved by its tail.
Then officials spotted healthy rats with no tails. Catchers were cutting off tails and freeing the rats to breed more tailed rats.
Inspectors even found farms outside the city raising rats for their tails.
